QUALITY POLICY STATEMENT
Approved by the Management Board of the Accreditation Agency on Quality Assurance in the field of Education EdNet at its meeting on 4 September, 2024
EdNet Agency’s quality policy has been drafted in accordance with national legislation and the international rules and standards, including those that are set out in the “Standards and guidelines for quality assurance in the European Higher Education Area” (European Standards and Guidelines for Quality Assurance of Higher Education, ESG 2015) and CHEA Standards and Procedures, 2021 (Council for Higher Education Accreditation) and CHIBA Principles.
The EdNet Agency undertakes its permanent commitment to quality, being convinced that quality assurance in the performance of its activities is a core value to ensure the credibility of its actions and the trust of its stakeholders, namely higher education institutions and secondary vocational intuitions, students, business and governmental structures, political authorities and society at large. To that end, the EdNet Agency has established a series of principles and values that are identified in its Code of Ethics, which are binding on all employees and members of various structural bodies involved in the Agency's activities
The EdNet has strong policy in regards of appeal procedures.
All employees of the Agency under the leadership of its President states its commitment to quality as follows:
- Adherence to the recommendations of national legislation and international practices and guidelines for quality assurance and accreditation.
- Cyclical external reviews that demonstrate the internal quality at the national and international level.
All employers and stakeholders of the EdNet Agency consider that quality is a goal to be permanently complied with by each and every person working in and for EdNet Agency.
The EdNet President undertakes to ensure compliance with this quality policy and that it will be revised on an annual basis, so that appropriate measures are set in place to ensure its continuous adaptation to both the Agency’s needs and the context in which it carries out its activities.
The EdNet quality policy must be made known to and understood by all staff working in and for the agency, and for this purpose it must be disseminated throughout the entire organisation and to all persons who collaborate with the EdNet.
The fundamental constituents of “EdNet’s” quality policy are:
· The stickness and fulfillment to its mission and objectives;
· The strategic planning of its activities, expressed in a long term strategic plan and the annual plans;
· The compliance of its activities with relevant national legislation and international standards including the European standards and Guidelines(ESG), CHEA Standards and CHIBA Principles;
· The promotion of a quality culture among its (internal and external) members and collaborators;
· The commitment to diversity, equity, and inclusiveness;
· The constant promotion of transparency and accountability in all its activities;
· The adherence to independence and autonomy when undertaking its tasks;
· The devotion, efficacy and efficiency in the way it works, optimizing available resources.
· The promotion of comprehensive quality assurance systems among all stakeholders with particular emphasis to educational institutions;
· Assisting all stakeholders in participating in the development of the quality of the education system and academic quality in the country as a whole;
· The commitment to established principles and values laid down in its Code of Ethics for every member of the Agency;
· The development of studies and projects and the critical analysis of themes and mechanisms related to quality assurance;
· The application of monitoring and continuous improvement mechanisms of its activities;
· The periodic external evaluation of the Agency, in compliance with national legislation and international standards for quality assurance;
· The integration policy of “EdNet” Agency to international quality assurance professional societies (CHEA, ENQA, EQAR, etc.) through capacity building and compliance for international accreditation.
Within its Quality Policy, the Agency establishes, among others, the following internal quality assurance mechanisms:
· Data analysis on EdNet performance in quality assurance area by the Agency’s Center of Research and Analysis with continuous improvement of documentation procedures and accreditation process according to international legislation and appropriate integration them in the decision-making process;
· Receiving and collection of feedback and improvement suggestions by means of enquiries addressed to education institutions, members of expert panels for external assessment and coordinators of the Agency, instruments, performance and results of the Agency’s assessment and accreditation procedures for the further perfection of standard, criteria, procedures and instruments related to assessment and accreditation processes;
· Drafting, elaboration and disclosure of formally approved documentation relative to norms, regulations, procedures and instruments relevant for the operation of the Agency’s bodies and for developing assessment and accreditation processes with their constant revision, monitoring and regular updating;
· Systematic meetings and collaboration with the Agency’s Accreditation Council, Supervisory Board, Management Board, National Accreditation Council, Ministry of Education and science of the Kyrgyz Republic and other stakeholders with constant disclosure of information on the results of EdNet activities;
· Development of studies and research projects focused on the development of education system, quality assessment and accreditation processes; critical following of national and international trends and best practices in quality assurance and its possible integration in the Agency’s own processes;
· Human capacity building in the country to establish movement force for the constitution of quality culture;
· Systematic international assessment of the Agency to assure complying with international policies in quality assurance.
The Management of the Agency pledges to ensure the fulfilment of this quality policy and its periodic updating taking into account the evolution of the Agency’s needs and those of its environment.
The present quality policy is communicated to all internal and external stakeholders of the Agency to ensure maximum dissemination and involvement therein and is available on the Agency Website.
